Capitol Advisors Group (CAG) has scheduled several no cost budget workshops hosted at several county offices around the state. These workshops are very popular and informative. You do not have to be a CAG client and there is no fee for attendance or the materials.

As a recent report from the Legislative Analyst's Office (LAO) showed, the state's general fund is healthy and Governor Newsom is likely to recognize a multi-billion dollar surplus. We also anticipate the Governor will be fairly cautious about new spending proposals given the possibility of an economic downturn within the next couple of years. In addition to gradually slowing Proposition 98 growth, some of the issues we expect will draw attention include:  

 

  • LCFF, including discussions to possibly supplement a meager COLA
  • Funding sufficiency and possible ballot measures to raise additional revenues for schools
  • Special education, including funding and reform proposals
  • Possible assistance with CalSTRS/CalPERS costs outside of Prop 98
  • Early Childhood/Early Learning/Child Care expansion
  • Mental health programs and funding

 

The workshop will also explore the politics of an important election year, including the latest information and polling on the state school facilities bond (Proposition 13) and a potential for a revenue-raising measure on the November ballot.
